Not sure if I agree, OEC refered here is more like the desired uplift. OEC is generally having more bigger picture, like user spending must be weighed against user experience, we don't wanna charge user a lot and then they leave the platform forever. OEC, therefore, is taking a lot of effort and time among teams to define.
